This tune was written using 0CC Famitracker for Famicompo Pico 3, a Famicom music competition:

A jazz waltz arrangement of one section of Ballad #1 by Chopin. The basic harmonic progression and melody are taken from the original, but original solos and bass lines were written for this arrangement.
I would've liked to cover the 'B' theme as well, but time constraints got in the way. Maybe next time.
